Other than the small Panama flag – I cannot see anything that is indicative of the Canal Zone. Kind of looks like it is somewhere in the States on a Jamboree occasion. Also appears to not be in the early days or even in the early modern time frame(40-70)
I bet that they all had a good time. those were the days.
The photo appears to be sea explorer unit 438. Dr. Richard Chevelle, third row, far right, holding a walking stick used to be the scout leader for the sea explorers. If you look carefully in the photo some of the individuals have name tags. I saw Shelby, Rodgers and Bob.

The yellow flag on the far right clearly says 1987.
The yellow Aladdin s lamp on the yellow flag signified a leadership / learning event for leaders. Two names visible on two walking staves are Shelley and Roger.
Correction “Shelly”. Two pocket name tags are Pat and Bob.
Canal Zone Scout leaders: Boy Scouts Of America has training called Wood Badge. The symbol for it is the axe stuck in a log, identical to the one displayed in front. The ID on the log “SE 438″ represents the unique Wood Badge course number. Each wood badge course has it’s unique number. Most likely the National Scout Office in Texas can tell you when this took place and the names of all the participants. The uniforms are indeed from the 80’s & 90’s. All leaders have troop 1 on their sleeve. This is the wood badge troop number. As near as I can tell all the leaders are wearing the wood badge beads issued upon completion of the course. Also the presence of women Boys Scout leaders started around the 80’s. Hope this helps.
This was the WoodBadge course held in Panama. I believe it was June it was for sure 1987. It was the same year the Panama Canal Council was dissolved. I was in the Bobwhite patrol and became the outasight Bobwhites. I am the fourth one from the left on the third row. All four Bobwhites are Eagle Scouts. I believe it was on Howard AFB in a place we called big tree.
Photo is of BSA Wood Badge Course SE-438, Lt. Col Dennis “Cappy” Richardson as course director/Mr. Scoutmaster, I was the Assistant Senior Patrol Leader (end of 2nd row with pole across knee) MSgt R. Smokey Bassett. Both Cappy and I went from military duty stations in the US to serve as senior leaders for this course, as we did the year prior for SE-426. This was the course photo, those taking the course wore the green NCs, the staff were all experienced trainers, wearing 3-beads, the course director wore 4-beads. The course area was on Howard Air Force Base in an area cut out of the jungle just for the course.
